The Metal Hardware is also 25mm.  This Pattern can be made to fit smaller dogs, but please be aware that the Hardware will still be 25mm.  Note: If you like a pattern in a size category that your pet doesn’t fall into, select the collar you want, and in the notes section ,mention that you would like it to be a small, medium or large size neck.  We make our collars by a hand and can make the collars to any size.
