The pen components are the Bolt Action rifle design.  It operates just like a bolt action rifle - pull the bolt forward to load / extend the ink cartridge and unlock the bolt to retract the ink cartridge.  Also featured on this unique pen is a scoped rifle shape pocket clip and copper bullet shape tip.  Chrome components.  Extremely reliable mechanism - no plastic.  This is NOT the cheaper lesser quality made in China copy offered by some pen makers.  The image is the Army logo set on a patriotic U.S. American flag.  The image is encased in a clear resin to protect and preserve this pen.   The ink is a standard Parker compatible refill available at office supply stores.
