It can be a perennial in areas that don't get cold enough to kill the plants.  It will start flowering at the end of the season and creates a lot of seed. I like to plant them all around the garden and mingle in between my vegetable crops because onion scents are said to deter pests.  In Florida, most culinary herbs grow best during fall, winter, and spring when we have our dry season and cooler temperatures. Herbs love warm & dry conditions. They do not like our rainy summers and tend to die off because of too much water.
