Stylish and comfortable, they are attached to a soft nylon elastic and meant to be worn around the back of the head, behind the ears, not as a typical party hat! Comfortable and cute!  Three layers of tulle & lace ruffled for a sweet flair, soft fit! hand-stitched pom, made from a few dozen layers of tulle. 5 inches tall, 3 inches wide.
