Cels are placed over a background and photographed as a single frame that then appear on the TV.  Often times Overlay or Underlay cels are also placed over the backgrounds and cels to add environment items like trees, tables, etc. which are painted on the cels or pasted down onto the cels. These, along with backgrounds are much more rare than cels or drawings, as there is only one background for a few hundred cels or more!
