The Lower Klamath National Regue was established by Theodore Roosevelt in 1907, the Bear Valley National Refuge is closed to the public in winter except for deer hunters because that is where these bald eagles nest.  They feed in and around the Lower Klamath area, about 15 miles away from each other.    Photographer: Dylan Carpowich
